A Man in His City. Maurice Gueye of Rufisque, Senegal (1925-1935)
Maurice Gueye was mayor of Rufisque from 1925 to 1929 and from 1932 to 1935, after a withdrawal from the political life, after his revocation on January 31, 1929. The evocation of his memory remains always suspect. We know the reason: in the aftermath of the World War II, he went back to the political life and will be a mayor from 1945 to 1960, with a municipal management deeply criticized. Here it is about understanding Maurice Gueye during the interwar period as a man of power in the city, questioning the action and ambitions of this political man, but also posing the double hypothesis: on the one hand, that the municipal institution is an administrative and political place, therefore a place of power and on the other hand, that the occupation of the municipal administration creates, or can create, men of power. We will thus go from the will of power to the finality of power.
